BSCRA Rule Changes
The voting on BSCRA rule changes opened on 25th August and closed at midnight on
30th September 2024. There were 147 members eligible to vote, 69 of them voted.
The approved changes come into force on 1st January 2025 except A5 which is for
the 2026 season. The results of the voting are:-
A Motors and Chassis
A1 Mid America Eagle ACCEPTED
The Mid America Eagle shall be allowed in INTRO 32, F2 and the “Hawk/Falcon powered “ super production
Changes to BSCRA Handbook
Add Mid America Eagle to the list of approved motors in the Permitted Motors section
of the INTO 32 rules, section 1.1 of the Car Standards Applicable to F2 and section
E3.1.1 of the Super Production rules.
Change the “Falcon/Hawk Powered cars” title
to Falcon/Hawk/Eagle Powered cars” in Part 3 Section E and E3

A2 Endbell ballraces in 1/32 group 12 ACCEPTED
Endbell ball races shall be allowed in the 1/32 group 12 classes
(Note Endbell ball races are already allowed in the 1/24 group 12 classes)
Changes to Handbook
Change the following to the list at "D2.1 Permitted Motors / Manufacturers"
"D2.2.3 Free choice of plain bearings for endbell." to be replaced with
"D2.2.3 Free choice of bearings (ball race or plain) for endbell."

A3 – Motor Orientation For Hawk/sealed motor classes the motor must be installed so that the motor designation/stampings can be read from the underneath of the car. ACCEPTED
Changes to BSCRA Handbook
Add to the INTRO 32 Assembly Regulations , Car Standards applicable to F2 and the car standards for Hawk etc. powered super production cars (Handbook section E2)
“Hawk * motors must be installed so that the motor designation/stampings can be read from the underneath of the car.”
(* and Eagle if proposal A1 is passed).

A4 F1 Ground Clearance ACCEPTED
The ground clearance rule shall be removed from F1
and F2

Delete Minimum rear ground clearance 0.5mm from the F1/F2 section of the car standards

Allow
the council to use their experience, along with membership consultation, to decide
on a standard brushless motor and ecom combination to replace the current permitted
brushed motors.Note: This will give the council permission to decide on a sensible,
manageable and scrutineerable set of rules for introducing brushless motors in the
INTRO32 class and other clubman and beginner type classes such as Formula 2.
B Bodyshells
B1 GT3 bodyshells for INTRO 32 and 1/32 Super Production REJECTED
Bodyshells for INTRO 32 and 1/32 Super Production shall be GT3 and similar road
car based GT cars.
LMP, Le Mans Hypercars, GTP etc.bodyshells will no longer be eligible
for these classes.
Changes to the BSCRA Bodyshell policy
The exiting policy for eligible for 1/32 Sports/GT, INTRO 32, Production, Super Production and Club Team Championship shall now only apply to the 1/32 Sports/GT and Club Team Championship
A separate policy will be added for the INTRO 32 and 1/32 Super Production classes. This will include the GT3 etc. bodyshells already approved but will not include the GTP, LM Hypercar etc. bodyshells.
For INTO 32 and classes 4/4A the approved body lists consist of GT3 cars that have
raced in the Le Mans 24 hours,
Also allowed are GTE (Grand Touring Endurance), GT2
and GT4 cars that have raced in the Le Mans 24 hours, FIA GT3 European Championship,
the British GT Championship, Blancpain Endurance Series, IMSA United SportsCar Championship/Tutor/
WeatherTech SportsCar Championship GT LeMans class (2014-

B2 GT3 bodyshells in 1/32 Saloon REJECTED
Bodyshells of GT3 and similar road car based GT cars will be allowed in the 1/32 saloon class.
Saloon bodyshells continue to be eligible for this class.

C 1/32 National Finals
C1 Remove the pre-
The 4 month pre event exclusion period foe competitors at the 1/32 Nationals track shall be removed
Explanation – This will enable BSCRA to make more use of the National Centre, The proposer believes that the majority of members now know the track well enough that they will not gain from extra practice
Changes to Handbook
“22.1 Competitors who have driven on the track used for the National Finals in the four months prior to the event, other than in official practice or races at BSCRA National meetings, will not be allowed to race at the meeting” shall be deleted from Completion Rule

C2 Clubman F2 championship ACCEPTED
A national individual championship for F2 open to clubman members only.
Changes to Handbook
In PART 4: National British Championships 1/32 scale
In section 1 add “ F2 open the
Cluman grade drivers” to the list of championships
In section 2.3 i add “clubman F2 from 2025 onwards” to the list of reasons why drivers are moved out of Clubman to Main grade

C3 Remove 1 minute qualifying REJECTED
Use the BSCRA Driver Ranking List as the qualification order for all National Final Events instead of 1 minute qualifying.
No rule book changes needed

D 1/32 British Open Championships
D1 -
The points
system will be changed so there are separate points for visitors and locals/club
members. Local/home drivers 1st place 50 points and down as per existing rules. The
1st Visiting driver 50 points and so on.
Changes to BSCRA Handbook
In competition rule 22, delete “Competitors are not allowed to run on a track used for a 1/32 BOC meeting in the 2 months prior to the meeting.
Changes to BOC Rules
Delete “Home members are not allowed to compete at their home round “
Also the points allocation and Requirements and Guidelines for BOC Meeting Organisers will need updating

E Track Calls
The two proposals below give more more precise requirements about track calls for inclusion in the competition rules section of the Handbook. They are intended to replace the brief competition rule 4 in the current Handbook.
E1 Justified track calls ACCEPTED
Areas of the track that the race organisers deem to be beyond normal marshalling
access shall be clearly marked as "track call" areas. If a car needs to be marshalled
within those areas the driver and/or a marshal should call "track" and the race controller
shall turn off track power. The driver is also allowed to call track if his car drops
into another lane (rider).
If a car leaves the track and the marshal has to move
away from his/her marshalling area to retrieve the car only he/she shall call track.
If a marshal feels he/she has too many cars to deal with safely only he/she can call
track.
After a track call, when the car concerned is returned to the correct slot
by the marshal or passed to the driver/mechanic, power shall be turned on.
E2 Work during track calls ACCEPTED
If a car directly involved in a track call needs attention before being replaced on track the marshal is only allowed the minimum amount of work to make it safe to be driven. If more attention is needed the marshal shall make the car available for repair by passing it on or leaving in an accessible location. Once repaired the car shall be returned to the track in the pit zone. It is the race controller's prerogative to turn power on if a car requires too much attention and has not been replaced in the slot. (For clarification, normal work by the marshal would be pointing the braids in the right direction or pulling the body out from the back wheels or guide, not extensively flattening the braids or removing the body from the gear). During the track call, no cars should be touched that weren't involved in the incident requiring the track call.

Voting on BSCRA Rule Change Proposals
Members are invited to vote on the following proposals. To cast your votes go to the Voting website Voting is now open and will be closing on 30th September. The results will be published on the BSCRA web site on 1st October. Proposals that are voted in will come into force on 1st January 2025 unless agreed otherwise.
The BSCRA Members Facebook Group is available to discuss the proposals, you may wish to give your views for or against : you may wish to see other members’ opinions before deciding which way to vote......but don’t forget to vote before the 30th September deadline!

Invitation to Propose BSCRA Rule Changes
BSCRA members are welcome to propose changes to BSCRA rules. The proposal need to be proposed and seconded by current BSCRA members. All proposals must be received by the BSCRA secretary (Chris Frost ) by 1st July 2024, although we recommend you get any proposals in before the deadline.
The proposals will then be reviewed by the Competition Rules Committee / Council (in consultation with the proposer). The BSCRA membership voting will open in August and the decisions will be published at the beginning of October. Any changes will come into force on 1st January 2025 unless agreed otherwise.
