BSCRA 2013 RULE CHANGE PROPOSALS

Here are the votes on changes to BSCRA rules.

The proposals that have passed are shown with a white background, those that have not are shown with a grey background.

A Proposal concerning the constitution


A1  The racing year is to run from 1st January.  Rule change proposal to be submitted by 1st August, amendments to be submitted by 1st October, members vote during, the Annual Council Meeting is held in November and Rule changes come into force on 1st January.
NOTE. This will align all the different start dates for BSCRA race series and rule changes. The traditional Nationals dates will be unchanged.   A consequence of this change is the driver grade changes resulting from the 2013 BOCs will come into force on 1 Jan 2014.     Passed 78 votes to 22


A revised constitution will now be drafted, and will come into force when it is formally approved.


B Proposals concerning Car Standards

The Car Standard changes that have passed will come into force from the start of the 2014 season
That is the 2014 1/32 and 1/24 BOC and  Nationals (including the qualifying rounds leading up to the 2014 Nationals)

B1  1/24 Production shall be run to ISRA rules with the existing BSCRA motor  and body regulations.
Amendment B1.1: with the existing BSCRA ground clearance rule.
Amendment B1.2: with only the ISRA approved body allowed.


B2  1/24 Eurosport shall be run to ISRA rules with the existing BSCRA body regulations.
Amendment B2.1: with the existing BSCRA ground clearance rule.
Amendment B2.2: with only the ISRA approved body allowed.
Amendment B2.3: with bodies to the current BSCRA Open Group 12  rule only.


B3  1/32 Eurosport shall be run to ISRA rules with the existing BSCRA body regulations.
Amendment B3.1: with existing BSCRA rules on ground clearance ( see below).
Amendment B3.2: with only the ISRA approved body allowed.
Amendment B3.3: This is to apply to 1/32 F1 and 1/32 Europort.


NOTE on B1-3. For full details of ISRA car standards see section 4 of the ISRA Rulebook.   ISRA require 0.8mm minimum ground clearance, BSCRA require 0.5mm minimum ground clearance in 1/24 and in 1/32 F1 and don't have a rule about 1/32 Eurosport ground clearance.  ISRA have single body classes, where as BSCRA allow a choice.


B4  In 1/32 Saloon, a three class structure shall be introduced, allowing more extreme super saloon/GT’s, with Open Group12 motors, leaving the more scale cars (existing rules) in a class of their own and allowing production cars to compete.

  Class A: Super Saloons/GT’s (BSCRA saloons with Open Group 12 motors).

   Class B: current BSCRA saloons.

  Class C: cars running to production class chassis & motor regulations with saloon class body-shells regulations.

  The Nationals shall be run for Class B, and all the classes shall be eligible for the BOC. Other events could choose which classes they allow

NOTE. The additional body-shells allowed for Super Saloons/GTs  will include Ferrari 430 & 458, Porsche 911, Mercedes SLS, Lamborghini Gallardo, Audi R8 LMS, McLaren MP4-12C, Nissan GTR, Aston Martin DBRS9, BMW Z4, Dodge Viper, Jaguar XK, Ford Mustang & GT, Chevrolet Camaro GT, Corvette Z06R (all complying to the salon car dimensions and regulations). Also the Ascari.


B5   In 1/32 Saloon, cars running to production class chassis & motor regulations, with saloon class body-shell regulations, shall be allowed to compete, but limited to intermediate and clubman grade drivers   Passed 59 votes to 47
Amendment B5.1 - both production and super production shall be allowed
Amendment B5.2 - this shall be open to all grades of driver.  

B6   In  both 1/32 and 1/24 Saloon car bodies shall be limited to those that have competed in the BTCC, DTM, WTCC, WRC, or V8 Supercars from 1982 to current year.

NOTE There will be an additional body list for: Super Saloons/GT’s if proposal B5 is passed.


B7.1  The  Fast Ones Demon motor shall be allowed in 1/32 production in addition to the JK / TSR Falcons

B7.2  The  Trinity Evil 9 motor shall be allowed in 1/32 production in addition to the JK / TSR Falcons

B7.3 The JK Hawk 7 motor shall be allowed in 1/32 production in addition to the JK / TSR Falcons

NOTE these are all sealed motors very similar in size and shape to a Falcon.   


B8.1  (Alternative motor withdrawn by the proposer).

B8.2  The ProSlot  PS-4002 Euro Mk 1 motor shall be allowed in 1/32 production in addition to the JK / TSR Falcons.
  Brushes are free choice, the bearings may be replaced with other oilites, the commutator may be retrued, and the shaft may be shortened but otherwise the motor must be completely standard.
NOTE this is a serviceable motors with replaceable brushes, removable endbell etc.  
Amendment B8.10 the can end bearing may be replaced with a ball race.


B9  Rule interpretations  E2.3.10 and  H2.2.13 (production chassis hardening etc.) shall be deleted.
NOTE In the proposer's opinion, it is impractical to enforce the existing rule interpretations.


B10  The JK X32 chassis may have a spacer fitted over the existing lead wire tag.   This spacer may be of any material and may not extend more than 3mm beyond the lead wire tag.   This may be used to limit the pan movement.
NOTE the proposer recommends this as a simple alternative to existing ways of limiting the pan movement.


B11  In 1/32 classes the body must have at least 2 different colours
NOTE there is already a similar rule in 1/24.


B12  Car standard Rule A4 shall be amended to read "All cars must have a driver securely fixed, and consisting of a minimum of head, shoulders, arms and top segment of the steering wheel joining the hands all appropriately coloured. These items must be 3 dimensional, not just painted on. "     (changes to the existing wording are shown in bold)  Passed 64 votes to 37


B13  In all the closed wheel classes, 2 dimensional front wheels appropriately placed on the body shall be permitted instead of rotating front wheels.  These fronts must look realistic, including a black tyre and wheel detail (Not just a black circle!). These fronts may be stickers.  The minimum diameters are 14mm in 1/32 and 15mm in 1/24.   Passed 60 votes to 39


Amendment B13.1 The 2 dimensional (“sticker” etc.) front wheels shall be allowed and may hide the view of the normal front wheels, but the  normal front wheels (to the exiting BSCRA rules) must be fitted.


B14 It shall no longer be a requirement to stop and replace front wheels lost due to crash damage during a race.
NOTE If this is passed, cars still have to have front wheels (or stickers if B13 is passed) correctly fitted at the start of each race. This rule has often only been enforced during the National Club Team Championship.    Passed 80 votes to 25



B15  In 1/24 Production the motor shaft diameter shall be 1.95mm minimum and 2.05mm maximum  Passed 58 votes to 47



B16  In 1/32 Production and Formula 2 (Falcon F1) the motor shaft diameter shall be 1.95mm  minimum and 2.05mm maximum
NOTE this does not apply to Super Production     Passed 57 votes to 46


       Amendment B16.1  Super production shall also have this shaft size


B17  In 1/24 OG12 the motor shaft diameter shall be 1.95mm  minimum and 2.05mm maximum


C Proposals concerning the National Club Team Championship


C1  Clubs must be registered with the BSCRA at least one month before the race (not 1st Feb as currently required)


C2 The existing "guest driver" rule shall be replaced by  "Club Teams may have no more than one guest driver who is an independent member from their allocated BSCRA area. "     Passed 66 votes to 36

This change will come into force from the start of the 2014 season



D Proposal concerning Competition Rules


D1  The rule on reruns shall be reworded as follows (New wording in bold)

        "If a track fault has caused a race to be stopped, the repair takes more than thirty seconds and the race has completed less than one minute duration, the race shall be declared void and restarted.   If this occurs in the first minute of a race segment, the segment will be restarted with the cars returned to the laps and track positions where the segment started.
When the race has run for a minute or more prior to the race being stopped (and some competitors were not affected by the fault) the race will be completed and any necessary re-runs arranged.  
 In a segmented race, or races of more than 5 minutes duration, the race controller shall have discretion to hold a rerun OR estimate the distance a competitor has lost or gained due to the track fault, and appropriately adjust the competitor's total."     Passed 54 votes to 35


This proposal formalises existing practice for segmented racing, so will come into force immediately.



Amendment D1.1 Where the Race Controller is estimating the distance lost due to a track fault, he may offer the individual driver the following options: A correction of a given number of laps and parts of a lap for that segment or an average of their other segment scores. The individual driver will have a maximum of 1 minute to decide on which option they will take before the race continues. In the event of the individual driver not making a decision within the allocated minute, the Race Controller will make the decision.


E Proposals concerning the 1/32 BOC

E1. The definition of home drivers for the 32 BOC shall be changed to - anyone who has raced at the venue, more than six times in the previous 12 months or in the four weeks preceding the meeting.
Amendment E1.1: eight weeks preceding the meeting instead of four
NOTE the proposer's reason for this proposal is to encourage greater participation in areas with a large number of clubs

E2. Home members shall be allowed to race at their home round of the 1/32 BOC. Home drivers to be awarded points for where they finish overall and visiting drivers are awarded points for where they finish excluding home drivers (see example) This will see home drivers being able to test themselves in the BOC, without affecting the travelling drivers and points towards their overall championship. It also removes the drivers that have a home round from being able to compete in fewer rounds. Home and away drivers to be defined under the same rules as currently implemented

1st overall - First Home Driver; - first place points

2nd overall - Second Home Driver: - second place points

3rd overall - First Visitor; - first place points

4th overall - Third Home Driver; - fourth place points

5th overall - Second Visitor; - second place points

6th overall - Third Visitor; - Third place points

7th overall - Fourth Visitor; - fourth place points

8th overall - Fourth Home Driver; - Eighth place points

9th overall - Fifth Visitor; - fifth place points

Amendment E2.1  Premier and Main grade home drivers shall not be allowed to race at their home round.

Amendment E2.2   Premier grade home drivers shall not be allowed to race at their home round.

E3.  Either the Saloon or Formula 1 class at every round of the 1/32 BOC Series shall be contested with heats, semi -finals and finals.

Original NOTES on voting

Only BSCRA members registered in the UK can vote.

Please give your votes to your area coordinator by 17 February 2013 at the latest.  

You don't have to vote on all the proposals / amendments. If only some of the proposals interest you just vote on them and your votes will still count.

Even if you vote against the proposal you can vote on the amendments. Just because your area is against a proposal doesn't necessarily mean the majority in the rest of the country are against it.  You can ask yourself "if this does get passed, which version would I prefer" and vote on the amendments accordingly.

The changes will be introduced for the following season. (Exactly when they come into force depends on the voting on proposal A1)
Generally the decisions will be finalised at the Annual Council Meeting in March, although some may be held over to a later date.

Original request for Proposals

BSCRA members are welcome to propose changes to BSCRA rules.  The proposal (and any amendments) needs to be proposed and seconded by current BSCRA members, and endorsed by a BSCRA Council member.  Proposals must be received by the BSCRA secretary (Chris Frost ) by 1st December 2012, although we recommend you get any proposals in before the deadline. The proposals will then be published so all BSCRA members can discuss and vote on them by mid February 2013.  New rules normally come into force after the 2013 Nationals.
